Liz Moyer contributes to ongoing discussion of Michigan's renewable portfolio standards. Known as the "25 by 25," it will mandate 25% of the state's utilities be derived from clean energy sources by 2025. Moyer provides insights from her study, but will not disclose her opinion of the proposal. The study is considered to be unbiased, because there was no funding from either proponents or opponents of Proposal 3. She does conclude that though rate impacts will not be trivial, it will not prevent Michigan from being a competitive business environment (among U.S. states).
